Move strict gcc compilation flags to configure.ac to avoid breaking incompatible environments
- Move gcc hardening/warning/advanced warnings flags to configure.ac to avoid
  breaking incompatible environments
- Use -Warith-conversion only with gcc 10 and later
- Keep -Wundef -Wpedantic enabled globally
